Pre Settlement Inspection on new development

We have been advised that a property we signed a contract on last May is due for settlement in the middle of the year. It is a huge development involving 3 separate 3 storey buildings, multiple villas and townhouses and a marina. We are purchasing an apartment in one of the apartment blocks. Our contract gives us access to the gymnasium and swimming pool located in another apartment block.

So, given that we have never set foot in the place, there is as yet no actual settlement date, and not all of the complex will be ready at the same time as ours (our block was one of the first to be finished although the rest will be done within say a month) exactly what are our rights re settlement.

1. Can we nominate the settlement date (all we were told at contract signing was that it would be mid year sometime) We dont want it to be before June 30 due to Land Tax Issues

2. Can we insist on a viewing pre settlement - we made some structural changes to the contract - eg double sink in the kitchen and we would like to know all is good and working

3. Can we insist on delaying settlement until the complex is finished and we can use all of the facilites promised in the contract - eg use of the gymnasium and pool etc.

Any other things I need to know about new developments and settlement issues?
