Victorian Planning Zones Reform

I would love to hear anyone's opinion on this reform to Victorian zoning.

The below link outlines the new residential zones. I am interested to see how this will affect building heights in the inner city area.

Has anyone seen any proposed zoning areas for any inner city councils?

My very basic read into it is that...

Areas where it is already relatively easy to get multiple dwellings on, COULD either get easier or stay the same.

Areas where it's already difficult to get multiple dellings on COULD get harder.
