What is the water area in Point Cook, below Sneydes Road?

There is a small walking bridge, and there is small path in the water ground, there is a pipe in red circle, there are workers getting soil out from the ground, what is it designed to be?

small lake? then after several hot summer days the water will disappear, and after several rain days water will be more than enough. And the pipe(in the red circle) confused me, looks like a general house hold waste water pipe.
