Who can negative gear? Applicant or owner(s)?

If my partner apply for a home loan for an IP and put it under both of our name (say 50/50) can we both negative gear? Or only he 'as the applicant' who is paying the mortagage can negative gear?
Seems to be a simple question but get it confused all the time.

the title determines where the income flows

so 50/50 means each can neg gear at the same amount, which is good if both earn high income
