Body Corporate- New Development

I am looking at purchasing a unit in a 3 unit development. The units are all completed. Is it a responsibility of the developer to establish a body corporate for the units, or the purchasers of the three to establish it?

ie Is it something I need to organise before purchase?

Whilst I am only a novice investor, I have recently purchased a duplex unit yet to be built) and the builder is setting up the body corporate paperwork and then upon handover we (both unit owners) will take ownership of it.

In Victoria it is the responsibility of the developer to set up the body corporate and hand it over to the new owners on settlement.

Don't just accept the Manager the developer finds for you. We, ie the collective owners, sacked our Manager because we felt he was not doing good enough job. We are really lucky that we have some very vigilant owners who live in their units.
