Can a carport be converted into a garage without a permit?

in WA, unless the carport meets the current "garage" rules (not more than 50% of the frontage and 4.5m setback), then generally no.

there are exceptions in older suburbs that entertain reduced setbacks to open backed carports, but it's a case-by-case basis.

carports are now discluded form open space calculations, like garages, so open space is not the issue anymore - it's purely bulk of built form.
 
Safe thing to do is assume you need approval for anything. You don't want some council guy telling you to tear down your garage after spending 10k doing it.
 
Carport to Garage

Hello,
I went to Frankston City Council, and asked if I needed permission to 'clad' my carport. I was informed that as long as I wasn't re-directing water I didn't need permission.
I took down the 'falling down' shed, and used the metal to clad the carport! painted the lot, and bingo, Garage.
I would suggest that you check with council every time though, it isn't worth the headache of a fine or pulling it down
