Can i claim interest and expenses for a new IP that has not yet been rented out?

Can i claim

1)interest expense?
2) expenses associated with the property - petrol,phone, etc.
3) depreciation?

before the property has been rented out?

My understanding is that you can so long as the IP is "available for rent".
