Claiming renovation work

Got a renovation claim question.

I am looking at putting in a new kitchen into a property that I just purchased. A friend of mine is recommending a friend, who also did their kitchen. I have checked out the quality of the work, and its very good.

Now here's the bit I am unsure about. The work the tradesman has quoted me includes GST, so it all sounds great. He however doesn't have an ABN. If he writes me a receipt for the work he's about to do, but doesn't quote an ABN number, is this still recognised by the ATO?
