Parking area, landscaping, clothes lines, recreation area. Otherwise pretty limited.
Depends whether or not you can get a "Build Over Agreement". If the site is is Melbourne you probably can.

First thing is what are the easements for? It depends what they are for and what assets are in them (if any) as to what you could do and if you could get consent to build over it.
This is a little messy. YOu would need to invest in indicative designs, then source consent from an authority relavent (eg. water or council).
I believe Council's consent comes if you are successful with your applications. It doesn't mean you can get straight onto it. As Melanie stated, you do need to check what assets are in there and what other consent you need.
