Me too. Luckily it's ok, but time for a new PM, this has annoyed me more than the original issue.

Does your contract with them state that NTD are an additional cost?

Yes it does, and I paid it last time. I don't care about the cost, it's the fact they didn't do it. Although I have confirmed with them the current tenants are responsible for the cost anyhow, so why the hell they didn't do it originally I don't know!
