granny flat in victoria?

Does anyone know?

If a property has a separate dwelling at the back on one title in victoria is it legal to rent the main and ancillary dwelling to separate tenants on separate leases?
 
They're classed as a Dependent Person's Unit in Victoria, which means the person who lives in them should be dependant on the person(s) who live in the main house. By that definition, they cant be leased separately is my understanding.
