How important are a survery report and a building certificate before signing contract

Contract doesn't include a survey report or a building certificate at this stage. To get them, they'll cost $660 and $250 respectively.
Is this normal? And do I need them?
This is an el cheapo in a town.

How old is the house?
If older than about 10-15 years, you'd be lucky to get a BC included.
Ditto the survey. If you're worried about encroachments or similar there's always title insurance to cover you here.
