How minor is minor extensions'' thru council eyes

Im looking at extending a house in Swansea NSW but apparently can only undertake minor extensions without having to raise the house floor level to comply with current flood levels which is 1.8m.
Is minor extensions on a room by room basis or m2?
Does anyone know any tips on getting around this?
