The important thing when investing in Frankston is to buy a cheaper, rentable house on a dual-occ potential block. Most of these dual occ potential blocks are over 600 sq metres in size. In the future, with such blocks, you will be able to put two buildings where there was once one.

In Frankston you can get such sites for around $320k, maybe less if you hunt around. In North Frankston, they are available for much less - around $250k.
Be aware North Frankston is not as close to the beach and still has some public housing. That said, it is a cheap suburb and prices can only go up from here.
