Improvements to premises, legalities.

I want to add a gazeebo and paving, plus a garden bed rockery to a back-yard.

The gazeebo will be 3x3 metres, by 2.5 high. Very simple steel 4 pole structure and sheet metal roof. Concreted into the grass/paving.

Do I need to have a draftsman do this properly or should I just do it without worry? what are the legalities?

From my understanding the garden is my business and mine only, right?

I'm in the midst of having the premises rendered throughout, swimming pool install, total repaint (will go ahead post render) and garden bed restructuring. Looking good so far.
 
Tough question I know..

I spent all day yesterday finding the true answer.

The truth is, the local Government (and I suspect this rings true across Australia) finds it hard to enforce (like tax..) what needs approval and what does not.

I found that if my structure is less than 30 sq metres across the top then it IS legal without a permit.
