Is there an organization that I could make an official complaint regarding property managers?

There is. It is called the Office of Fair Trading in NSW. They monitor and regulate real estate licensing.

I thought that was when you are trying to get money etc. What I was thinking of was more in terms of an organization that certifies the agencies and grants them a licensee to operate etc.

In NSW that is also the Office of Fair Trading they grant all property industry certificates and licenses.

The Aust. Property Institute is for property professionals (unless the agent has a degree they don't qualify for membership). Shopping centres have their own but is an employers organisation.

Real estate agents are governed by the Property Stock & Business Agent Act (NSW) 2002 & administered by fair Trading.
