Keys for Window Locks

We just brought an apartment which has 3 windows, each with a lock. During our final inspection, we noted no keys were provided for any of the window locks. We brought this to our lawyer's attention, but he believes this does not need to be supplied. Settlement is in a weeks time.

We were under the impression it's necessary as we are unable to open the windows otherwise.

Is this correct?
 
There will be a key number on each lock, note the number and go to a local key cutter and they can cut some new ones for you

I have never seen a contract of sale that has "keys" or "remotes" as an inclusion. It is self evident that the keys need to be handed over at settlement.

We do lots of presettlement inspections for our clients and always demand to check keys in all locks and remotes are working - otherwise settlement is delayed or money held back out of the sale proceeds until the vendor makes good.
 
would insurnace cover you if you bought a house, and the previous owner/tenant/friend still had the keys and entered the premises and trashed and stole stuff?
