Letting Fee

This is the situation. One of my properties became vacant recently and the PM was unable to find a tenant in about 3 weeks. I found a tenant myself through a friend. The PM insists he can charge a letting fee. My argument with him is that I found the tenant! What are others thoughts on this? What circumstances justify the letting fee? In other words what has the PM have to do to "earn" it?

Is the PM doing the paperwork ? Lodging the Bond etc, etc ,
If so, then maybe they are justified in charging something.

But if they charge you for advertising...... shoot em!!
