Does agent 1 have an Exclusive Sale Authority that is current?
The way that most sellers do it when they want multiple agents is to sign a general (which I highly advise against) then give it to as many agents as you like. Go one step further and where it says Marketing Costs on the authority put a figure (your total budget divided by the number of agents) there and tick the box that says "marketing costs payable... upon signing this authority" then your set.
although I know nothing about 22a's (never heard of one)
also most conjuctional deals I deal with the agent comes to me not the owner.
