Owners Corp confusion on unit with own title

Hi,

I sent an email to an agent to ask a few questions about a unit I saw online. I asked if it had a body corporate (owners corp). He said no body corp as there are only two units, each unit is on its own title.

I sent another email to ask if there was a shared driveway. He said yes and sent me a copy of the section 32.

The section 32 contained info about a owners corp but has no monies, insurance, etc.

I'm confused. Why would the agent say there is no body corp and unit is on its own tile when the section 32 says otherwise? There is common property - I would have thought there would be insurance for this paid by owners of both units.

Is Body corp only required if you have more than two on the same title or is it strata title? Can anyone explain?
