Personal Properties Register - but not property?

Is it an unfortunate title? My understanding is that items on this Register will include just about everything but Property. Why?

The article in the Money/Credit section of the Melbourne Herald Sun on Mon 24 May says:

"...the kind of property to be included in the registry will be almost anything except land."

So does land mean "house and land"

"vacant block"

"One of the biggest users is expected to be the car market. Boats, machinery, crops, shares, art, intellectual property and even contract rights can all be offered as security against a loan and therefore can also be included on the register."

Sounds almost like registering a mortgage on non-land. Like a chattels mortgage, but recorded somewhere.

Just another way for our socialist government to keep track of us?
