Why not try a Lo Doc with a Mortgage broker. I've had great success using Greg Stallan from First Chartered Capital, although I know things are much tighter now.
Suburb wise, Edge Hill would be (andis) my first choice and that of many long term locals and you might find something in that price range, but it won't be a new house. Its really close to the airport, which is a bonus for you, but close to everything else too.
For cheaper, you could try Aeroglen, stratford or North Cairns, again very close to airport, and some good buys there.
