Properties for sale with 'two lots of land' - how does this work?

For example http://www.realestate.com.au/property-house-nsw-fairfield+west-117073495 is selling with 'two lots of land' but the total land area is 532sqm. According to Fairfield LEP, min lot size is 450 and min subdivision requirements is 900 + access handle, with 16+m frontage. How did the original owner split this into two lots firstly, and secondly what use is two lots if you cannot actually build two houses on the lots? (you'll run into other restrictions like floor space ratio, setbacks from boundaries etc) or can you build a side by side duplex - is that what they're going for?
