Stamp Duty payed on settlement or after?

When purchasing a house, is stamp duty usually handled by the solicitor / lender and payed as part of the settlement money transfer happening or is it handled by the borrower themselves (having 3 months to pay after settlement)?
 
At settlement in Vic

I got surprised that the conveyancer also took his cut for fees out of the settlement money too.

And LMI

and a few other fees/duties/charges

Stamp duty in Victoria is paid at settlment if there are loans/borrowings to purchase the property.

If there are no loans and it is a cash purchase, then the purchaser has three months to pay the stamp duty.
