Subdivision in progress - who pays for tenants damage

Hi all,
We are doing a rear house development with the front house currently being rented out. Construction is currently in progress. The tenants claimed that the builder has damaged the wiring of their internet connection. They have contacted the builder but they seem to be ignored.

Who normally pays for this sort of damage ?

The builder if they did it.

Builder and you or pm chase the builder on tenants behalf.
Tenant will have no power over the builder and likely not have the ability to pull it through.

If the builder isn't coughing up, you will probably need to fix it still in a reasonable amount of time. (Obligation to the tenant to maintain premises)
