Victorian OC notice of AGM

A Victorian Owners Corporation manager gave notice of an AGM. The notice was received on a Wednesday for an AGM on the Tuesday week. There is a requirement in the Owners Corporation Act that there be at least 14 days notice.

My understanding is that the 14 days start on the day after receipt. If this is so, the AGM is improperly convened. Can anyone clarify this point?

The manger is not very good. There was no quorum so decisions are interim for 28 days. No matter. About day 20 the manager sent out information to act on the minutes. The manager has breached the law before.
 
Simply respond to them and the entire executive committee and say that the notice is in breach of section XYZ of the act and that appropriate notification of an agm is to be provided.
