Zone No 1 (d) (Rural (Floodway)???????????

Not sure if I have this in the right area but I am looking at purchasing a large property with Zone No 1 (d) (Rural (Floodway) zoning in NSW and I was wondering if anyone ever got to build a house on one of these?

The deal at the moment is pretty good as it is large farming acreage with an old shed on it ,probably from the early 1900's,you could probably make a living off it with farming,maybe lease the land to another farmer or agist cattle or horses?

One of the questions I have is if I renovate the old shed?,can someone live in it?? Is the zoning OK for this?

Another question is if I buy this with cash out of my buffer in my portfolio account,when does this become tax deductible?
Is it when it starts to earn an income.?

That's what I was thinking if I can spruce the old place up and rent it out for a few dollars a week and hold onto it for long term and it perhaps can be tax deductible.
