What is the ISP saying the problem is. Most likely they need to disconnect and reconnect at the exchange. Did you change the filters and phone lines when you changed the modem. When you pickup the phone is there noise that you can hear. Is dropping out or is it just congested.

If you get ADSL then you will have to pay line rental. But you can just not hookup the phone. Some will do the line rental as a bundle. TPG and exetel do good cheap bundles. If you can get NBN then you dont need a home phone line.

Hi Devan From the box outside to inside is usually done by your ISP. Ring your internet provider and get them to organise it. Also you should about about 40M (this is normally less as some wont run it to hard to get to places) to run it into the same spot. Cheers WillB

I would think the utilities will be more than $1500 pa. If its leased by management they should be able to show occupacy for the last few years.

It is probably on wood stumps. Have you been and inspected the house. That is is the only way to tell if they are stuffed. The house doesnt look that far off the ground so it will be a pain in the @$%# to climb under and inspect them all.
