Build a semi-detatched on a non-subdividable block (QLD)?

Ok I own a property just behind some shops. It's not semi-dividable (misses the min size by literally 18m2 (582m2), but here's my plan - can someone tell me whether this is legal or not?

Ok I figure I'll build a split semi-detatched house - basically a perfectly symmetrical house that's split in half by a firewall. So it'll be a completely legal semi-detatched. BUT I won't be able to legally sell the other half.

Then I will live in one, and rent out the other (at this point you can assume everything is legal, in terms of the number of tenants etc).

If 10 years from now the population increases and they change the laws, great. I'll sell off the other side.

If they don't, well I've always planned on renting out side of the property anyway, so worst case scenario is I've wasted money on a firewall and some other fit-outs that I otherwise wouldn't have had to.

Is this approach legal or am I not seeing something here?
