Covers for Down Lights - Legal

One of my units has down lights, that were installed in about 2004. I bought the unit in 2009. The down lights do not have covers on them, do I have to get covers put on them?

If a fire happens because of the heat, am I still covered for building insurance?
 
The covers you refer to are known as Hats.
If the ceiling space is insulated with Batts or some other type of insulation, then it would be most wise to have the Hats fitted and the insulation moved away from the direct area of the downlight. It is not a legal requirement to have the Hats fitted, although it should be in my opinion. I've rewired two houses where a fire has caused damage from downlights burning insulation.
 
This is a good example as to why a building report should also be done on units.

I would have them installed as they will provide a safety buffer.

However, talk to strata and ask if they are willing to install as it would be in their cavity void or at least recommend a brand.
