Duplex build

Need advice !

Husband and I have found a site in a new estate that the seller will allow a duplex to be built on. However we will have to apply to council for a material change of use in order to go ahead with the build.

Can any one tell me approximate costs/time involved???

You might want to start with givin an indication of location.
It's a big state, costs vary a lot.
