Fencing Saga

After issuing a fencing order, the two adjoining properties have accepted sharing the costs. However, to complicate matters, one is unemployed and has suggested that she could only afford to pay $10-$20 per week. The fencing contractor will probably not accept these conditions. What options are available to her and for me? Can the council help?
 
Thanks Asy for your reply. My property manager hasn't given me much guidance, hence my question to the forum.

I did see "Fence Beyond Repair", but wasn't sure how to interpret it for people with paying difficulties (unemployed). Could "contribute" mean an agreement set up between myself and the neighbour where they pay $xx/week until the debt is paid, or is it simply, they will get a bill from the fencing firm and how you pay it is their problem. She has always said she is willing to contribute, but will have trouble finding the full amount (around $350-$400).
