Most ip owners in mining towns have an exit strategy, I guess in this instance they added on the rear units, realise increased value with great holding costs while they built, and move on before the boom's over?
Just a guess. If it were with better long term prospects (in my opinion), I'd buy them...
And yes, I'd be making a RUDE offer!
