Purchases paid a minimum deposit and signed preliminary documents at the re agents. Two weeks later we have signed the final documents and their solicitor has sent a letter saying they have signed pending our accepting a number of conditions, one being that we will give them a month to organise finance and if they cant there will be no monetary penalties. Can they do this??

Probably because you never had a binding contract. When they signed at the agent what did they sign and do you have that document?
Maybe I am not understanding what you mean correctly but isn't that a finance approval condition?
