how to convert a two storey house to two units with its own title ?

Hi everyone, Is that possible to convert a double storey property to two independent units with separate titles. what kind of renovation and legal procedure require ?
 
The boundary between the units -- ceiling of lower unit and floor of upper unit -- will need to be fire-rated, which will probably be the most expensive part (and it will be expensive). Water, drain, gas and electricity will need to be separated and metered independently. Separate access, separate parking.
 
Do you need separate meters?
I thought you only needed a kitchen, bedroom, bathroom and separate entry and fire rated. With parking, laundry and separate meters optional

Maybe for leasing dual occupancy, but not for separate titles. (I'm assuming torrens not strata.)
