The boundary between the units -- ceiling of lower unit and floor of upper unit -- will need to be fire-rated, which will probably be the most expensive part (and it will be expensive). Water, drain, gas and electricity will need to be separated and metered independently. Separate access, separate parking.
Do you need separate meters?
I thought you only needed a kitchen, bedroom, bathroom and separate entry and fire rated. With parking, laundry and separate meters optional
