Is FHOG available with transfer of property

Sorry for double up I did do a search and ask when I hijacked a previous thread but no-one seemed to know.

Does NSW FHOG require not just a transfer with a price above the $14k but also proof that funds have changed hands? The difficulty will be the person giving the property requires that the transfer price is the actual valuation for his records.

Any thoughts?

No-one answered:( - forum strangely quite on this one again.

Office of State Revenue tell me if the transfer is not arms length you have to prove funds ( greater than $14k) changes hands to be eligible for the FHOG.
