New stormwater pipe, connects to kerb, need council permission?

What's the procedure (if any) needed to connect a new stormwater pipe to the kerb gutter?

I'll need to hire a concrete cutter to cut away a bit of the footpath and kerb, then I'll lay the pipe and patch up everything with concrete myself.

You will need to get permission to discharge from the council, and you will probably need to get a kerb outlet (see photo at this link http://www.anewhouse.com.au/2014/08/stormwater-discharge-point/) rather than 'Patch up with Concrete'.

You will probably also need to pay a footpath opening fee and also have to replace/patch the footpath, nature strip and lawn.
