NW growth centre

I am looking at getting something in the Sydney NW growth centre, came across some cheap lands, such as this one

now nothing can be built atm but this land is part of the indicative layout plan for future development

does it mean there is a possibility that it can be developed in the near future?

And what are the risks of buying these lands, besides the rezoning will never eventuate.

my opinion is if you have cash sitting in the bank then it might be a good idea. since you dont have any rental income then you will be out of pocket
