To add some clarity, if there's an existing phone line, it breaks it is the LL to replace.
If there is a phone line but never been connected eg new house, then the tenant pays the initial connection fee but gets reimbursed by the LL.
There is no requirement for the tenant to pay to install a phone line and you'd be hard pressed at the tribunal to get a judgement in the favour of the LL to have the tenant pay for what could be called an essential service (in the old days and still now).
