Primary vs Secondary setbacks

Hi Guys. Theres a R25 lot for sale in Morley.

The existing (original) driveway was closer than 6m from corner truncation so now the driveway in the Advertisement has been removed and moved to the left to allow the existing house to use it. I phoned the council and they stated now the driveway access will have to be from Jenvey St.

Can someone explain what determines the primary or secondary setback for the vacant lot for sale?. Is it the direction the house faces or the street the driveway access is from?

If the house faces Wheatstone drive and the driveway is from Jenvey then does that mean the setback will be 6m from Wheatstone and 1.5m from Jenvey?

In the case of a site that has access from more than one public road, a road that is not the primary street but which intersects with or adjoins that road.
 
In that situation it can be made to be either but you'd be silly to address Jenvey,

You would address Wheatstone with front setback and front door and letter box on that side and garage off Jenvey
