render gone bad

Looking at this house today. Render job has been a shocker, both house and fence.
Would you render over it or remove and start again?

Can you patch render it to fix blank spots and paint? Or is it falling off?

From the photo's it looks like it has never been finished. 1st coat done but not the coat with the dye/colour.
Long as its not got a hollow sound when you tap it might be enough to just high pressure clean and put a finishing coat on.

Noticed what might be some water damage in the ceiling of kitchen.
Possibly from the skylight but can see effects near the aircon vent as well.
