Subdivision costs

I'm in the process of getting quotes from surveyors for a subdivision I'm doing. There seems to be a big variaton in costs quoted for registering the new title with the lands department. One surveyor told me that this part of the quote was a set charge with the lands department that should be the same with all surveyors. But the actual costs quoted to do it range from $1500 to $2400.

Can anyone explain why this may be? Am I missing something?
