tenants worry if the block is strata titled

I have a block of units on one title and intend to strata title. Asked plumbers to quote installing individual water meters but never got any response. Just talked to one of the plumbers and was told the long term tenants are worried they may be evicted when the units are strata titled, hence they are very uncooperative. The reason to strata title is to give me flexibility and increase the equity in future, if possible I would like to have a win-win situation. Any suggestions how I can assure/appease the tenants so the plumbers can go in and do the works ?

I have often needed to access my properties for finance, strata, council etc reasons and I have just been upfront with tenants. Honesty seems to work for me
