What are those black lines in the middle of the road?

Not burnout marks,

but those snake like tar marks that actually are slightly elevated, and what are they for?

friends mt eliza road has them absolutely everywhere,

can't imagine them actually reducing speeding
 
When bitumen is damaged by expansion/shrinking/sinking etc and cracks, the edges of the cracks are vulnerable to wear from traffic. If you don't fill them up with something, they'll continue to wear down until you compromise the road, water seeps through, and you get potholes. Which is also why I despise bitumen carparks - turning circle + small rocks = potholes galore
