Would you/have you ever bought a PPOR next to a site where a unit will be built?

Hi,

So my search for a PPOR continues. Saw a place that seemed like what i'm looking for.
After doing some research I found that it has been subdivided and half of the block is for sale ready for someone to put up a unit.
I can't see on the street view where exactly this will be situated but of course i'll go and see it.

Would you consider buying a ppor where there will be future development going on, it's only 1 unit/townhouse as the land is only 450m2 approx.

Or am i taking a huge risk?
