WRAP - Illegal or not

Hi,

Recent weekend paper in Perth published two investors wanted to sell their investment properties in Secret Harbour. Due to nuable to sell it over a year, they turned to a desperate mesaure - option sell / simiar like WRAP promoted by Steve Something (the guy wrote few books). The Comsumer protection department said that was illegal and the police is investigating the situation.

Any one knows the true case?
