HD_ACE is right. You can get your property manager to arrange the access for your surveyor, builder etc. Generally, the tenants won't be too much worried. You need to be concerned and compensate only when you do actual built. At that phase, make sure the development is included in new lease and accepted by the tenant. Give plenty of time for the tenant to make a choice to stay or move. Also make sure all you development time frame and builder is finalised by the time you write the new lease.
