Does a garage converted into a room without kitchen and bathroom need council

If I was to convert my garage into a large room, so I can accomodate guest. Will it need council approval if I did not have a kitchen bathroom in there? I lived in Melbourne if that makes a difference with regulations.? Also will my house insurance could be effected?
 
If you are converting a non-habitable room to a habitable room it needs to comply with the BCA ie underslab membrane and ceiling height springs to mind.

It won't 'effect' your insurance but may void it (affect) if you don't have council approval.
