Giving driveway access where there is none atm

lve found a property with 2 street frontage that looks alot like a battle axe block with the house located at the handle end of the block.

This part of the block is only 9.5 m wide and the house sits 1.5 to 2 m off the boundries with access to the back yard off the other street.

lf l bought this and took a block of the rear street then the access to the backyard would be gone and there would be no off street parking and this is not desirable. l would also avoid a driveway down the side of the new block to give access to the existing house.

So the block is 9.5 m wide and the house sits about 7 m from the front boundry thus giving enough space to build a carport infront of the main bedroom.

The house is in rural VIC and is located on a quiet street.

To put in a driveway over the gutter and footpath would require permission from Vicroads and the council l would imagine.

Can anyone that has done this advise me on the likely process and anything else that may be relivant .

Is lifting house and option or digging basement garage?

For basement option, drainage might be a problem irrespectively if everything is done properly.
1 in 100 rain and basement will be most probably flooded.
