Lot sizes - how does this work?

I've been checking out a small local development every now and then when I drive past and also follow it on nearmap. The lot is 1100m^2 with an existing house roughly 140m^2 on it. The block has a 15.5m frontage and is around 71m deep.
The development consists of 2 new detached dwellings at the rear. They are approx 150m^2 including garages and sit within the LEP FSR of 0.6.
The lot is zoned low res so how can they squeeze another 2 dwellings on there? Would this be strata titled? Is it possibly split into 2 blocks with 2 houses on 1 and 1 house on the other?

Any thoughts would be great
